The Practice of Comparison : The Sources of a Compared History of European Cities (Urban Utilities and Public Works, XVIIIth-XXth century)

Abstract:
Methodological matters are more than ever at the heart of any questioning about comparison in urban history. The practice of a compared history that is willing to propose more than a mere juxtaposition, by the use of specific sources produced by national and international bodies or by municipal federations has been recently developed and has opened new horizons to research. Recent works by Marjatta Hietala, Jean-Luc Pinol, Oscar Gaspari, Patrizia Dogliani, Pierre-Yves Saunier and Daniel T. Rodgers have made of this trend one of the most promising in urban history.
The study of the circulation of urban ideas and ideologies has allowed a relativization of local specificities and the reconstitution of various spheres of municipal knowledge. It has also permitted the emergence of a more complex vision of circulations and influences. Studying journals dealing with municipal administration, comparative surveys and circulation of ideas in the field of urban engineering will be a mean to go beyond the many limits of monography.
The stake is now to try and settle back research on circulations into a more territorialized dimension, paying attention to the conditions of the production of comparative surveys, to the methodological precautions their use imposes and to the research leads they suggest. It is clearly one of the main issues in present research, which this session is proposing to explore, from the perspective of urban utilities, technical networks and public works.
Papers are expected to reflect the way in which the history of an innovation is a opening feature to a continental panorama, and vice versa. The aim, beyond the gathering for the session of colleagues from different countries working both on metropolises and smaller cities, is also to set the basis for a more stable research group on these themes.
The city of Lyons, which claimed to be a major example of “the Modern City” and developed a policy of inter-city exchanges at the eve of the First World War, will be a perfect place to host this session.

Comparer les villes, hier et aujourd’hui : les sources d’une histoire comparée des villes européennes (services urbains et travaux publics, XVIIIe-XXe siècles)

Abstract in French:
Pour pratiquer une histoire comparée des villes européennes, ou simplement dépasser les limites de la comparaison-juxtaposition, il convient, au-delà de l’utilisation de sources locales selon une méthode définie, d’exploiter des documents produits par des organismes étatiques ou interétatiques ou par des fédérations de communes.
Cette session se propose de continuer et développer le travail déjà entamé sur les échanges, les comparaisons et les circulations par Marjatta Hietala, Jean-Luc Pinol, Oscar Gaspari, Patrizia Dogliani, Pierre-Yves Saunier et Daniel T. Rodgers. Elle continuera à explorer l’enjeu d’une histoire comparée des villes européennes à partir de l’exemple des services urbains, des réseaux techniques, des grands équipements collectifs et des travaux publics, aspects de la vie urbaine sur lesquels de nombreux documents comparatifs ont été produits depuis l'époque moderne. Nous souhaitons privilégier les travaux qui, exploitant les revues d’information municipale, les rapports d’enquête, la circulation des idées d’ingénierie urbaine, pourront permettre de dépasser une approche trop souvent monographique.
Il s’agit de plus, désormais, d’inscrire les études sur les circulations dans un ancrage territorialisé. On s’intéressera donc autant aux conditions de production des enquêtes qu’aux précautions méthodologiques qu’elles imposent et aux pistes qu’elles invitent à suivre. Les communications pourraient ainsi rendre compte de la façon dont l’histoire d’une innovation peut conduire à reconstituer un tableau d’ensemble à l’échelle continentale, et vice-versa.
Nous aimerions mettre en œuvre cette réflexion en rassemblant des chercheurs travaillant dans différents pays, aussi bien about des grandes métropoles que des villes plus petites, et pourquoi pas désireux de prolonger la réflexion dans un groupe de recherche structuré.
La ville de Lyon, qui se voulait l’exemple de la "Cité moderne" à la veille de la Première Guerre mondiale, en menant notamment une intense politique d’échanges avec les autres métropoles européennes, sera un cadre idéal pour cet atelier.
